We shouldn't be surprised when a city that laces up its police department with supercars comes off as elitist. But it's still hard to believe what Dubai wants to do to clear up its traffic problem. City General Director Hussain Lootah has proposed instituting driving and ownership laws that would weed out the poor from the roads. 

His ideas include increasing the price of parking, gas, and insurance. He also wants to create a salary threshold that wouldn't allow car ownership for those who earn less than a certain amount per year. Why stop there? At the rate he's going, his next suggestion will probably be an outright ban on the poor living in Dubai.
