Here comes the PR overkill.
UC Davis has offered to cover all medical expenses for the eleven students that were pepper-sprayed by campus police last week. However, this calculated act of generosity probably won't save them from the inevitable civil rights lawsuits.Tears couldn't move these kids, so attempting to pretty much pay for forgiveness won't work either.
